US Customs & Border Protection Implements Contingency Plan Due to Delayed Issuance of 2009 USCBP Decals

The Decal and Transponder Online Procurement Systems (DTOPS) system was not available for use until November 17, 2008. Therefore, USCBP was not able to process all of the applications for annual fee renewals before the beginning of 2009. Therefore, USCBP will wave a per crossing/arrival fee through February 28, 2009, so long as private part 91 operators present the following evidence:

a) A 2008 decal; or
b) A DTOPS transmission receipt; or
c) A USCBP finance center receipt; or
d) Verification, through the ACE system of the 2008 annual fee payment.

For each client that delegated responsibility for corporate maintenance to Aviation Legal Group, P.A., and paid the 2009 Corporate Maintenance invoice, we forwarded the DTOPS payment confirmation via email in December 2008.
